Rights and responsibilities of Athlete in doping control
The most frequent violation of Anti-Doping rules is the presence of a Prohibited Substance or its Metabolites or its Markers in an athlete´s bodily specimen. Determining, if an athlete has violated this rule is performed by a doping control, in which a sample of body fluids is taken and analyzed. Doping control can be performed at any time during the competition or out of competition.
Athletes do not know in advance who will be selected for doping control and when. The selection is made by lot or according to a predetermined key. Very often are testing the winners and medalists winning competitions and other subjects.
Doping control is performed by authorized anti-doping organizations; in the Czech Republic, athletes are most often invited to control by doping commissioners of the Anti-Doping Committee of the Czech Republic. However, they can be invited by commissioners of anti-doping organizations of other countries where they occur or by commissioners commissioned by the relevant international sports federation.
The analysis of doping control samples is performed by specialized laboratories accredited by the World Anti-Doping Agency (WADA), one of them was also in Prague until 2011. Every athlete has his rights and obligations during doping control.
Rights
- Check the license of doping control officer and authorization to perform the doping control
- be informed about location of antidoping station, course of doping control and consequences of refusing.
- choose your representative
- with the consent and accompanied by a Doping Control Officer or Assistant Commissioner:
- locating a representative
- collect personal belongings
- stretch after training
- continue the competition, race or out of competition control complete the training
- Fulfilment of media commitments
- Obtaining necessary medical treatment
- Participation in a presentation ceremony
In case that these duties last longer, the DCO may be requested to postpone arrival in the DC station.
- request for the original, closed drink, or consume your own
- select a collection vessels and control of they are clean and intact (if the athlete are not satisfied, they can choose another one), and after control safely closed.
- comment to the protocol of the performed doping control
- request your representative to check and sign the protocol
- make sure that the laboratory protocol does not obtain any personal identification information
- get a copy of protocol
Leave the doping control station can only in serious reason accompanied by doping officer or his assistant.
Testing of young athletes.
If the athletes is under 18, it is true that:
- The DCO will attempt to ensure the presence of athlete's legal guardian or other appropriate person (e.g. a doctor, trainer) during the sampling period. However, if it cannot be ensured, its absence cannot be a reason for refusing to take a sample!
- Athlete´s legal guardian checking work of DCO, but not direct provision of a sample by the Athlete, unless requested by the Athlete himself.
Responsibilities
- submit the doping control, a sample of urine or blood sample
- prove your identity when you are invite in the doping control station
- sign the invite of doping control
- come immediately to doping control station
- do not go to the toilet between the invitation and completion for a doping control (is not recommended to shower or take a bath)
- Stay at all the time under supervision of DCO (assistant) and be monitored by the same gender DCO when providing the sample
- reveal so that the actual provision of the sample can be seen
- provide the required amount of urine, which may mean repeated provision of urine until the required amount is reached (90 ml.)
- be responsible for handling the sample until it is sealed and divide the sample into vials A and B
- provide another sample, if first does not meet the minimum urine density limit.
- provide information about Therapeutic used exemptions (if it has been granted) and about all medicaments and nutrition supplements used in that period
- check the correct completion of the protocol, including all numbers
- sign protocol
